We are about to start the install of this tile. The back has a clear hard covering that is flaking off. Is this supposed to be removed? Is it supposed to be flaking off? My concern is the adhesion to the shower walls.

The clear hard covering should not be removed, this is the glue that is connecting the backing to the tile. As for installing it on showers walls, it should be fine as long a s you use the correct tile adhesive for glass tiles and grout.
